Will Banning Online Sales of E-Cigarettes Cut Back on Underage Use?

After declaring the teen vaping crisis an epidemic, the Food and Drug Administration (FDA) said it was considering banning online sales of e-cigarettes. In a panel hosted by Axios, FDA Commissioner Scott Gottlieb said the ban was a possible option for curbing teen e-cigarette use.

While the FDA still views e-cigarettes as less harmful options for adult smokers, the agency says their popularity among teens is a problem. Among the issues surrounding teen vaping is ease of access to e-cigarettes, and online sales significantly contribute to the problem.

Is it Easy for Teens to Buy E-Cigarettes Online?

A 2015 study examined how easy it is for minors to purchase e-cigarettes online. Dr. Rebecca S. Williams led a study with local law enforcement to test whether minors could easily purchase e-cigarettes online. The study had 11 minors and their parents place 98 illegal orders of e-cigarette products. Of the orders placed, 75 were successful. Of the 23 orders that failed, age verification only stopped five of them.
