Have you heard of a NEV/LSV vehicle? It looks like a golf cart, but it is actually a motor vehicle requiring a valid California driver license, registration and insurance for operation. The NEV/LSV (electric vehicle/low speed vehicle) has four wheels and may reach a speed of no more than 25 mph on a paved level surface.

On the other hand, a golf cart is a motor vehicle designed to carry no more than two persons, operate at a maximum  speed of 15 mph, and weighs no more than 1300 lbs. A golf cart is not required to be registered if it is operated on a highway designed for such use by ordinance, within one mile of a golf course. It may not operate on roads with speed zones above 25 mph.

Regardless of whether it is a NEV/LSV or a golf cart, towing a skate boarder (“sketching”) is extremely dangerous.
